249bc9fdb0 chore(issue-checker): 修复一些 pr-ambiguous 和 duplicate 的问题 
现在类似 duplicate of ${link} 的评论会自动给当前 issue 加上 duplicate 标签
现在在 PR 没有 commitizen 且没有 module 类标签时，给 PR 评论不会导致 ambiguous 标签消失
