59388fbcda chore(issue-checker): 修复一些 pr-ambiguous 和 duplicate 的问题 
现在类似 duplicate of ${link} 的评论会自动给当前 issue 加上 duplicate 标签
现在在 PR 没有 commitizen 且没有 module 类标签时，给 PR 评论不会导致 ambiguous 标签消失

2cad9702f6 chore: 给 labeler 加了个没什么用的功能 
`Remove module labels` 可以去掉 `module` 系列标签
`Remove Client labels` 可以去掉 `Client` 系列标签
以及，`Remove` 型命令同样可以由 `Skip` 触发

超过 10 个并且不被 ` 分隔的日文再加这个标签再加这个 label
这样有部分日文干员名就不会出问题啦！
（应该没有超过 10 个日文字符的干员名吧？）
