8561cfef61 ci: 规范化ci文件格式及step命名，优化pr-checker的触发逻辑及表现形式 (#7512) 
+ 给所有 ci 文件的每一个 step 都添加了名字，并且做了格式化
+ 修复 pr-checker 的触发机制
+ 给 pr-checker 添加了 issue 评论，现在不合规的 commit 将会由 github-action bot 做出评论
