bff941ffc6 chore: 删除 Qodana 静态检查 (#9553) 
目前 Qodana 的许可证不知因为什么原因过期了，已经六个月没有运行过了
并且由于 Github 的 Secret 存储机制，没有很好的在 PR 上工作的方法
因此提议删除
